Can you please do me favor and let me know how can I convert *.wav files to 32 bit 44 KHz sample rate ? Please be informed that I have sound files in *.wav format on my Linux server that I tried to convert to *.gsm format with the aid of the following command :
#sox FR00003.wav FR00003.gsm
It got through but the voice quality is poor . Actually , the file attribute of the original *.wav files are being reported as WAVE audio mono 8000 Hz and I need to convert them to 32 bit 44 KHz for better voice quality . Can you please help me .

Have a look at Audacity. I think it will do what you want.

There are packages available for most distros.

Coverting a Mono 8KHz file to 32bit 44KHz is digitally imposible. You will need to get wav files that are AT that quality.

ongte is correct. Try converting to the same quality as the original .wav file and see if it sounds okay.
