Inactive window font size & Webpage fonts

1.) Where can I find the setting to change the size and color of the font used for inactive windows?

2.) Where can I change the size of fonts used in webpages? For example, look at the size of the font I see here at this website...

Using gnome 2.22.3 with kernel 2.6.26-2-686.

Font settings in GNOME are accessed by right-clicking on the desktop and choosing "Change Desktop Background". There are no settings that I know of that are specific to inactive windows. Font settings in your browser are accessed in its settings dialog.
