If each distro is designed with specific needs in mind, what is Kubuntu for?

Specific is a big assumption...

Kubuntu is the version of Ubuntu for those who prefer the KDE desktop. You might ask if there is a specific need for KDE, as indeed many of its dissatisfied users have, or what, if any, need there is for Ubuntu, although many users find Ubuntu the right distribution for them.

Not each distro is designed for specific needs, there are also general purpose distros, like Debian, Fedora, *buntu, Slackware. With these distros you can achieve any aim you have.
