It's the same.
Did you powerdown the modem?
There where no disconnects while pinging the ip, or vieuwing the site

look..now its 15:45 at me..i disconnect it now.. i will be back at 15:50 ... so 5 minutes..or make it 10.. 15:55 .. i will be back..tell me then..

i still dont understand a thing.. how did they used my IP to create that site? why my IP?? it something in the middle..

There where no interuptions in the connection.
Can you again do

curl -s http://checkip.dyndns.org/ | grep -o "[[:digit:].]\+"
Seems to me there is a routing issue at the provider.
Since the ip was reachable, even when your modem was disconnected.

There is only 1 computer behind the modem/router?

in my house? or how? as i know..i am in a LAN connection; .. the others have still this IP.. strange

Is this connection used by more the 1 person ?
I mean, are you the only one to connect to this accesspoint, or is it like a public access point where several houses connect to?
If yes, then it is possible a webserver is running on that puplic ip also.
Which router are you trying to configure?
Do you have the confidentials to do so?
Normaly you can only configure your own router, but since you recieve a webpage with prices from the connection etc,
it seems to me you are using a public accesspoint.

so..if is that..what can i do? i want to run my own irc server.. it work on LAN..but not to the other..which are not on LAN..what to do? :|

If you don't have access to the main router between your lan and the internet to forward ports to your LAN, it will not work.
You could ask your provider if it is possible, and if they want to forward the ports.
