httpd dead but subsys locked on fedora 14
 
I am using Fedora 14 amd64
my apache server is running on my system is working fine bofore restarting the system my system is not starting

# service httpd status

Fedora 14 was EoL in December 2011 - time to upgrade...

You also need to consider whether fedora is the best choice for a web server. Something like CentOS might be a better option assuming you want to stick with Red Hat-like distributions.
