Depending on where in the world you are, using your cell phone as a modem is either provided as part of your cell phone service, or it is an option which you have to pay for.

Check your settings for networking options.

Is it "modem disconnected" or "network disconnected"?

Usually, Ubuntu will automatically connect your phone as a modem, and not in Mass Storage mode.
The call no is *99#
Which service provider are you using? Check that the APN name is correct with your service provider.

I use EasyTether, which is available in the app store and works great with Linux. They have drivers available for download for Debian, Ubuntu, Fedora, etc.
