how to see a picture that is .gif?

You need functioning eyes, and some form of display unit.

Browsers will display gifs from web pages, and there are image viewers for offline use. But to be helpful I actually need to know what the problem is in some detail. Most people just click on them.

i can see it ,but it can not move! any pictures what end with .gif can move, right?

I don't think that's true. Not all GIFs need to be animated.

GIF's can be animated but they don't have to be.

When you open it with a webbrowser it will be animated.

Applications like eye of gnome (default picture viewer on gnome) are good for pictures, but not for stuff like animated *.gif's and *.svg's. At least that's my experience with EOG.

If you know the gif is animated, you can open it with firefox (rt click and select "open with") to see the motion. You can also view the animation in the GIMP.
