The command you ran only appended to the END of the file.
To preserve the permissions in place prior to your messing about, only remove or comment the LAST line.
The one early in the file was not one you added with 'echo'.

From your code and comment, I assume this 'username' is acting as the DBA here, and by commenting out the line with DB on it you may disable their ability to perform database administration properly.

Alternatively, just ask the user what he needs to get his job done and go from there ...

Yeah, things change over time. Whoever edited that file should have checked, unless they tried to automate the edit; not recommended imho for this file.
