How to open udp 67 port in linux

Hi, I just met a problem when using nagios plugin check_dhcp, it always says no chcpoffers reveived. (iptables and selinux disabled already) After checking found the udp port is not open, netstat -anlup, i can see it open in other servers. Anyone can tell me how to open the 67 port (bootps bootpc)? thanks very much.
