how to modify .bashrc file


i am new to linux i am working on java i want to modify path parmanently for it i have to modify .bashrc file. but i can't write anything in this file please help me how can i modify it

You either have to be root or the actual user that owns the file ?

What editor are you using to try and edit this file ?
