Are you asking how to write java code to create a router simulator?? There is NO WAY we could possibly explain this to you, that's potentially thousands of lines of code!

Probably a homework assignment anyway. If you just need one to experiment with networking plans with, I know that Cisco already has one, and I think it's even written in Java. Java is kind of like Python, it's cross platform, so as long as the files are in their original .jar format and not compiled to .exe, they should run natively.

I guess it is not what you really want - as it is a simulation of the particular router not a router in general - but it may help.
At least I downloaded myself.
