You are using RHEL..but don't tell us what version. RHEL is not free...are you PAYING FOR IT??? If not, stop where you are, and load CentOS instead, but ONLY if you absolutely need a server-type OS. It is pointless to use on a laptop or consumer hardware. Also, you don't mention what desktop environment you're using.

There are THOUSANDS of how-to guides on Google, about how to configure such modems. In short, you need to install the usb_modeswitch program. Run it, and it will 'flip' the device from a storage device to a modem. From there, run whatever program you want to configure a dial-up connection....KPPP, Gnome's PPP software, wvdialconf, or just use your network manager.
