Smile how to install and interrogate libraries


am currently working on openbts,how can i get into the configuration file..its simply written that the config file is found in ./apps directorypenbts.config.
but i have an error'No such file or directory'
please help

it would help to know where you got this "openbts" package from
is it a prebuilt ?
or source?
or a svn /git check out ?

.apps ? -- this looks like it's for kde
is this for KDE ?
or Gnome desktop ?
