How to get rsync to ignore Directories but include files.

I am new to using rsync and need help with a particular scenario.
I have to sync a folder to multiple remote servers. The remote servers do not all have same folder structure. What I need is that rsync should copy files only if a directory is present. If the directory is NOT present, it should ignore and go on to the next remote server.
But I need this behaviour only for directories. Meaning if there is a new file in local directory which does NOT exist on remote, it should be created. So basically I need to use "--ignore-non-existing" but selectively for directories.
Any ideas how to get this done?
