How to filter files from https links

I am trying to set up a linux router with 2 wan, some users inside the company tend to download a lot of files from https links and I want to restrict them or set a delay so others navigate on http links at a moderated speed to web pages only.

I read that squid is not able to filter files (*.iso, *.exe, etc) from https links (correct if i am wrong), what package should I use?, Is there any way to do it?

Please help.

Hmmm, As far as I know, there is no easy way to do this kind of filtering, because the traffic going trough the router is encrypted and it cant read it.

In fact, it is easy to use ssh through an https proxy.

I think the easiest way to do so is to filter the pages (not the process of downloading the files).
