You may set the www-root to the home directory and allow the httpd user to access /home/$user/public_html

There are also ISP scripts that allow the management of your webserver: http://www.ispconfig.org/

A good site with how-tos for that sort of thing is http://www.howtoforge.com/ they cover a number of different Distributions with that sort of configuration.
