Which Linux are you using ? Like Fedora 12,
RH EL 5, CentOS 5.4, etc. etc.

Subversion : Please install it with your Package Manager.
Or use an rpm package, meant for your OS.

Perl packages : Instead of ..
perl Makefile.PL && make ,, # make install :
Also please use the available 4000 ? rpm packages or
create them from SRC RPMS source packages with rpmbuild.

The tool checkinstall will also create rpm packages :
./configure && make ,, su , # checkinstall .

Its good something worked for you!

I tried that rpmbuild just now, it gave the same errors as yours, but I'll have to figure out how to make it work. Meanwhile Goodluck
