When you installed Ubuntu, you were required to create a user. This user will have root/administrator access right if you use the sudo command. In a terminal, you would type sudo prior to your command. You can open the nautilus file manager by typing gksudo nautilus. In the example you, gave you would enter your user password. Did you get this computer with Ubuntu 8.04 from someone else and don't know the password? If you installed it, you just use the password you created for your primary user. Also, Ubuntu 8.04 is several years old and no longer supported.
