how to allow all users to dial up


I am trying to allow a user to dial up the internet.
I am using kppp to dial up and it returns with a dialog box to enter the root password.

I don't want to give the user the password.

I have changed the permissions of kppp to 777 but this did nothing.

I found that changing the permissions on the tty device the modem uses
fixed this problem.........
my modem uses ttyS4...........

I changed the rights of kppp, ttsy0 (my modem device) and even the shortcut of kppp available in usr/bin and allowed r-x to all and rwx to the owner (root). But then also it asks for the root password when I click kppp. I am affraid to give write right to other users. Is it advisable to give write rights of above to users ?
