How to add users as authorised users in Ftp server

Which files should i have to configure to add users as authorised users in ftp server.please give me details.

Also I have another question.

Q:-Configure Ftp Server

1):-Anonymous access should be enabled to example.com

2):-Everyone except users from example.com network should be denied access.

Please provide me step by step instructions.

First of all, you should add them to your system with nologin shells.
/sbin/useradd with the -s /usr/sbin/nologin option would help you that.
For further instructions, you should mention your FTP server and version.
