Use the command line...

man rpm

rpm -Uvh <package> means install or upgrade <package>
rpm -e <package> uninstalls it
rpm -q <package> tells you what version is installed.

But at command line you will have dependency problems.
When there is package manager, it automatically selects all the required dependent packages for you.

I really can't find the RPM manager, how can mandrake leave it out ?

The Mandrake RPM dependency-less RPM installer would be URPMI. I don't think it is a Mandrake specific programme, so you should be able to get it if you want. Alternatively you could take a look at apt4rpm
