How is calculated the size of Linux on hard drive?

Hello,

If I use command:
Code:
$ df -h /
I will get 2.2GB as answer on clean, just installed Linux. But, what that really means? Is this just a sum of all installed packets?

Code:
$ dpkg-query -W --showformat='${Installed-Size}\n' > sizes
$ awk '{s+=$1} END {print s}' sizes
Result is: 1554MB. Where are missing 700MB? How to find it?
