Hi there and welcome to LQ.
As far as installing any software is concerned it is a lot easier if you use the repositories. That should be under administration. Else you can login as root and type 'synaptic' and you should get a nice gui to download packages from.
If for some reason you need the latest stable version that you downloaded then using the console cd to the directory that has libevent. Then execute 'tar -xvvf <filename>'. You would get a directory called libevent, cd into the directory. Then run the command './configure' then when you get the prompt back run 'make'. Next you login as root using 'su' and then run 'make install'. This will install libevent on your pc.
There also would be a README or INSTALL file. Please go through these files too.
Hope this helps.

Installing libevent : Please open a terminal window and type :
sudo apt-get install libevent-dev <Enter>

Installing 'tor' : sudo apt-get install tor
( The package managers can be used too, to install tor and libevent :
Menu > System > Administration > Synaptic (or Ubuntu software center)).

Why do you want an old version of libevent ? Which Ubuntu are you using ?

..

I want to install tor but in the WebSite Tor said I need to get libevent before to install Tor & I'm using Ubuntu 10.04

So, tor doesn't let install, when I type: sudo apt-get install tor <enter> console returns me this error:

E: No se pudo bloquear /var/lib/dpkg/lock - open (11: Recurso no disponible temporalmente)
E: Imposible bloquear el directorio de administración (/var/lib/dpkg/), ¿está otro proceso usándolo?

And I have installed Synaptic. I don't know what's wrong!!!!!!!!

It's temporarily being busy :

Either because of the automatic check for updates.
( Wait for it to finish.)

Or because you also started Synaptic. Shut down Synaptic.

.... Or install 'tor' with Synaptic.
