I can tell you how to in KDE 3.2 coz that's when I wanted to know. I'm not sure if it can be done in KDE 3.1 coz I haven't looked for that function.

In the KDE Control Centre (kcontrol) go to the Keyboard Layout tab and check of the keyboard model selected there matches your current keyboard. The extra buttons will be made usable when you pick out the right keyboard model. You can then use kmenuedit to assign shortcut keys to applications in the menu. This would apply for KDE 3.1.
