Have you set up your ~/.vnc/xstartup file yet? Here's mine if you need an example:

Code:
xrdb $HOME/.Xresources
xsetroot -solid grey

# font stuff
xset fp rehash

# wm stuff (i change my mind often)
startxfce4 &
# startfluxbox &

Hmmm.... maybe you need to make xstartup executible.

Code:
chmod +755 xstartup
As for the ssh part, what ssh client are you using on the Win2k machine? If it's OpenSSH, add -L 5901:localhost:5901 to the command line, then once connected, try to connect through vnc to localhost:1.
