create a link in /etc/rc2.d to the bind control script that is in /etc/init.d

Manual Method
# ln -s /etc/init.d/bind /etc/rc2.d/S99bind

or you could use debians sysv configuration tool..

Debian method
# sysv-rc-conf --level 2-5 bind on

or the third method of simply running sysv-rc-conf and checking the box in the text interface for bind to start in run levels 2-5
# sysv-rc-conf
