Help needed on password policy implementation!!

Hello Everybody

I am using RHEL 4 version 4.I want to implement password policy for users. For example, system will remember last 2 password of users and system will prompt message customized by administrator.

Let me clear it in details. Say I implement password policy so that user cannot use last 2 used password. In that scenario if user wants to use his old password, system prompt the following messages "Password in used".

In that case I want to edit the message like this "You cannot use your last 2 password".

I need help on this issue.

Few minutes ago read about /etc/pam.d/system-auth file and implement the strategy as below

password requisite /lib/security/$ISA/pam_cracklib.so retry=3 minlen=8 lcredit=-1 ucredit=-1 dcredit=-1 ocredit=-1

as normal state the content is as follows

password requisite /lib/security/$ISA/pam_cracklib.so retry=3

After implementation, I want to test the policy for a user and find the following results.

[hasan@ilo~]$ passwd
Changing password for user hasan.
Changing password for hasan
(current) UNIX password:
New UNIX password:
BAD PASSWORD: it is too short
New UNIX password:
BAD PASSWORD: it does not contain enough DIFFERENT characters
New UNIX password:

Now My question "Is it possible to provide administrator modified messages, instead of
BAD PASSWORD: it does not contain enough DIFFERENT characters, BAD PASSWORD: it is too short etc."
