Help me: setting up telnet service in rehat linux 7.1

I am newbie to linux.........

I have installed Red hat linux 7.1 on my desktop. I was trying to access it via telnet through my laptop which has Winxp. But it does not work.

I was trying to find materials through internet, unable to select which one to read.
Can anyone please help me and explain me in detail or point me to where I can find the help full material, for setting up telnet service in linux and steps to follow.

Thanks.
