Welcome to LQ!!

Please tell us more about your system---eg do you want dual-boot with Windows?

The basic steps:
Download a CD image and burn a CD
Create space on your hard drive
Boot from the CD---follow the instructions

Many Linux versions (distros) now come as "Live CDs". You will boot into a complete running system, and then there will be an installer.

Download the Ubuntu installer CD/DVD set from any working computer with an Internet connection, or buy these somewhere, or borrow them from someone, or go to your local computer and beg them to get Ubuntu and install it on your computer.

From that point on it's merely a matter of booting the PC, adding the installer disk to the DVD-drive and start installation. Go for a default installation, that will minimize the number of questions asked during installations.
