At this point I recommend members not invest additional time attempting to assist with this issue until the original poster returns with an update. As of now they have not responded to the very many helpful posts, however it has only been one day's time.

Please give them the time to review all of your thoughts and see if some of those aid them with their problem.

It actually was very simple. The Live version of 16.04 did not include the necessary repositories until I figured out that you must "Update" in the settings box to include the community repositories.

Then both the command line and the software install work - even on a Live pen drive.
