And why use telnet?

Firstly, threads with titles like "help me" are frowned upon here since those titles convey no useful information about the content of the thread.

Secondly, Firerat is correct; telnet is insecure and should be replaced with SSH straight off. The ASSH server does have the ability to present a banner to the user before authentication (read "man sshd_config" to find out how to do this and many other cool things).

To answer your question, look at /etc/issue and /etc/issue.net ... /etc/motd is the message that is printed after login, and I presume you want your banner to be printed pre-login.
