you should move it onto the harddrive or you could give a location to unpack it, but once you get it unpacked read the files inside for info on installing it.
It really does not matter where you unpack it but I like to put all mine in a folder that I use for files like that.
if it's *.tar.gz you will need to unpack it like this
cd /location/to/unpack/in
tar zxvf /path/to/filename
Then you should have a folder that you can checkout. Be sure to read everything before you attempt to install it. Look for README or INSTALL files.
