Do you have access to another machine with OpenOffice or MS OFfice installed? I'd try to open the file in some of these, to be sure that the file is not corrupted, which on the other hand I suppose it's difficult to happen if the file resided on a journaled filesystem (such as most of the Linux ones and MS NTFS [I think]...).

Put the exact error message in Google, you'll get many hits, see if any of those threads help you.

Does this error occur with all openoffice files that you open? or just the .xls file that got interrupted while being saved when the power was cut?

This error message indicates that the files script.xlc and dialog.xlc could be missing or corrupted. In UNIX-based environments, look for them in the directory
Quote:
$HOME/.openoffice.org<release>/user/basic
exit OpenOffice.org (including the Quickstarter, if it is running) and copy the files as detailed below.

In UNIX-based environments, copy from the directory
Code:
<where_OOo_is_installed>/presets/basic/
to
Code:
$HOME/.openoffice.org<release>/user/basic
