Help! Clear web.cache and log files on server

Newbie and not a Linux user....I cannot figure out what to enter to search for this topic....my ISP uses a Linux server and told me recently that my web site filled-up nearly to the 300MB max for some reason, even though a month ago it was below 200 MB and nothing large has been uploaded since then. In ftp'ing in, I noticed that the log file folder (appropriately named "logs") is over 100 MB's in size -- it was over 148 MB's last week. Files called "web.cache" and "web.cache.new" are each 38 MB's in size. Other large files are "web.stats" (17 MB), "ftp.log" (5 MB), and "web.log" (9 MB).

My ISP kind of inherited the server and is not Linux savvy, so I am trying to find out:

1) are these file sizes normal?
2) can they be flushed and reduced in size, or should they not be touched?

Thank you kindly for any replies....having my ISP and me in the dark is bad, bad mojo.

Thanks,
Brad
