Looks like you need to be root to do that. Try
su -
and supply root passwd.

Since you're using ubuntu you don't have su working when you first get started. Ubuntu has a little quirk of using sudo instead. So you want

sudo apt-get install wine

If you get errors you might need to add some extra repositories for apt first. The link they already gave you tells how to do this, but the repositories are different for breezy. There are updated ones here

Su normally switches you to the root privilidges until you change back. With sudo you have to add this before any command to be run as root. It will ask for your password, use the user password not the root one, which probably doesn't even exist unless you added it by typing sudo passwd.

If you really want live help, there's a ubuntu IRC channel that I've heard is generally real helpful, though I admit to not using it much myself, in applications go to internet, then open XChat, and connect to the Ubuntu server, #ubuntu.
