GSM(/w SIM-card) library for SMS send/receive

I've tried to find a library which can send from a regular SIM-card through a GSM-modem or a regular phone hooked up with bluetooth, USB, or another general interface.

I would like to be able to create a web-interface for sending and reading SMS when the phone is left @ home or I am in foreign countries and don't wish to pay for the extra delivery across borders ..

It looks like the compatibility is the worst thing in this project- but is there no such thing as a general library or an interface on most phones that work? The phone should just be a cheap one, no smartphone or androids ..

These are the libraries/programs I've found so far:
http://www.freesmartphone.org/
http://smslib.org/
http://wammu.eu/

Looks like SMSLib looks promising, but I've never tried it - Can anyone confirm this working or someone who knows a library which can achieve such a thing? :)
