Well there is no longer a need to answer this post i found out what may problem was. The modfication that is required for the grub.conf file is as follows:
title Windows 2000
The a that was included shouldn't have been there and secondly there should have been spaces between each part of the code.
Here is a little tip for those who are always inquiring on how to dual boot with red hat 7.3. As long as you are installing Redhat after Windows you can achieve dual boot status by giving your Windows partition a boot label at the GRUB setup screen during the installation of REdhat 7.3 Doing this will tell GRUB to allow to dual boot your system with that particular partition.
