giving user ability to change all users passwords
 
I'm new to Linux and I need to give a user, other than root, the ability to change/reset all users (except root's) passwords.

You can do it through Webmin. In Webmin you can control what Webmin users can change and modify what system components. This includes passwords. The nice part of Webmin is you can do it remotely using a web browser. There may be other ways, but this one is easy enough to do.
