Hi, welcome to Linux Questions!

If you mean to assign an IP address to your device you can do that with command for example:
Code:
ifconfig 192.168.1.1 eth0
assuming your device "eth0" the return should reflect the IP address you assigned to a device and the device MAC address aa:bb:cc:dd:ee:ff, it should come easy.

But if you mean to assign a *static* IP address into particular MAC address you can do that at the router. Access your router and configure a static routing into a matching IP and MAC.

Hope that helps. Good luck.

You can scan the network which will output the IP and MAC. However this only works if your on the same LAN.

Run as root:

nmap -sP 192.168.0.0/24 (Use your actual network/mask)
