if they're what i (and i'd imagine most others here) think they are, someone simply downloaded the freely available ISO files and burned them to cd to sell. if that is the case, you would legally only have to pay for media and shipping costs, nothing more (this is in the GPL also if i remember right). i'm not sure if SuSE 9.2 is available for download yet, i haven't been keeping up recently. anyway, the GPL is what you agree to when you use most open source softwares like Linux.
you could buy the discs in the box and get perhaps an extra disc or two with proprietary software, as well as documentation and sometimes fun stuff.
or you could download the ISOs yourself and burn them to disc yourself and install it.
