GConf permissions problem?

hi there, my computer is having troubles saving my gnome settings. whenever i try to change something in my gnome session (eg add something to the pannel, change my wallpaper etc)
i get the error:

Failed:
Failed:
Could not stat `/etc/gconf/gconf.xml.defaults/apps/panel/profiles/default/objects/1.59116e-314conf.xml': Permission denied

the gconf key obviously differes depending on what i am trying to do, but why am i getting permission denied?
