If you have tried with vsftpd, check the file:
/etc/vsftpd/ftpusers - which contains the userlist those are not allowed to login via ftp.
Here the root user is by default listed and you have to remove root to be able to access via ftp as as root.
Also check the content of /etc/vsftpd/user_list and your vsftpd.conf (configuration file) whether to allow or denly list of users in the file.
