Install lame.
Then read up on the lame man page. I usually use the "--alt-preset standard" switch to create high quality variable bitrate mp3's.

lame --alt-preset standard inputfile.mp3 outputfile.mp3

Why not use OGG instead?

http://vorbis.com/

Just install the stuff, and use

oggenc -q <quality> -o <outputfile> <inputfile>

Can you also tell me how can i see the size of the files before and after compression?

If you're ripping from CD you could try Grip. It's a graphical frontend to cdparanoia and lame, and while it's not very easy to get used to, it's very configurable.
