Formatting HHD to reinstall Lumbuntu 14.04
 

Due to problems (some of which were my fault) I'd like to format the entire HDD and reinstall a new Lubuntu 14.04 from scratch.

Can I format the HDD by simply going inside the Terminal and type Format or would I need to start the format by a different method?

Usually this works. Most installers will ask if you want to use the entire disk. That way it would take care of the partition and formatting to your choice or default choices. As above try this and you should be OK>

Sometimes you may have to delete partitions and then run installer.
Sometimes you may have to delete partitions and create new ones and then run installer.

You can, if you wish, format partitions but that may leave you with boot loaders that would need to be changed.

You can't easily boot to some OS and then try to format the disk. It's always correct to boot to some media and then do tasks on the disk. (almost always)
