Fn Button Usage Constantly Changing


I am using Ubuntu GNOME 15.10, and I am encountering a problem: The usage of the F* keys keeps on changing. At the start of each session, to change the volume, I will use just F9/F10/F11 (volDown, volUp, mute), but not long into the session, I have to now use the Fn button as well to complete it. This is happening with all of the F* buttons. What do I do?
