You have to start it manually, with each boot. This is so you can enter the password, which is not saved by default for security purposes. There's a way to defeat it, but it's not recommended.
You can start it via the console as sudo firestarter, or it's usually in the menus; typically, under "System...Administration..."
But, it's normal, since it can't start without authorization, which the user must provide...
