Sure you can write your own configuration files. If there's no configuration errors then after running '/etc/rc.d/init.d/network restart' doing '/etc/rc.d/init.d/network status' should show it picked them up.

Ifcfgs are per-device network
configuration files. If drivers are available the kernel / kudzu will have insmod / modprobe load the necessary kernel modules when it detects the hardware. If drivers are missing then you should see errors in your system logs and missing information in 'ifconfig -a' output.

If you mean "other than NetworkManager", editing files manually is always possible. As you didn't define "other system resources" there's nothing to say about that.
