I have a Dell XPS Gen 2 with Pentium M processor, there have been times in the past where some software or update installation would bugger up the Windows OS and it seemed the fan would be constantly running and it became annoying so I would wipe the partition and re-load an image of the OS in a fresh installation scenario to quiet things down.
I run XP and Debian on it and the fan usually only kicks on after prolonged or heavy use in either operating system.
Maybe you just got used to the noise and figure it's normal.
