/etc/* files moved to different location.. System is not coming up

Hi All,
Today I got one issue from one of my customer. One guy moved files from /etc to different location instead of copying. I'm not aware of how to troubleshoot this. Any workaround for this?

OS: Redhat Enterprise Linux 6.x

If you have SELinux enabled you'd probably want to do a re-label
