Error Installing Netbackup client on Fedora Core 4

I am tryng to reinstall (not sure that it every worked) netbackup on a Fedora 4 machine. I have the service running but I can never connect to the port. On the client side when I try to connect I get the following message

[root@pmbus ~]# telnet 10.65.67.188 bpcd
Trying 10.65.67.188...
Connected to pmtoolbus (10.65.67.188).
Escape character is '^]'.
Connection closed by foreign host.
[root@pmbus ~]#

On the master server the bpcd log says the following:
